Secretary of State must adopt rules for electronic publication of public records maintained by the Index Department.

Index Department shall electronically publish public records within 2 business days after receipt.

Secretary's rules may allow for electronic submission of public records but only apply to records submitted after the bill's effective date.

"Public records" includes documents required to be filed under specified statutes covering constitutional amendments, elections, enterprise zones, municipal codes, port districts, sanitary districts, insurance, corporations, and other designated state laws.

Act takes effect one year after becoming law.
