Allows public sale of unclaimed vehicles to proceed once certified notification is sent to registered owner, lienholder, or other legally entitled persons and no response is received by law enforcement or towing service.

Requires commercial vehicle relocators and private towing services to notify lienholders by certified mail within 2 business days after a vehicle is towed, including the storage fee rate and right to inspect the vehicle.

Establishes a 14-day deadline for lienholders to either take possession of the vehicle or execute a written waiver of lien after receiving notice.

Prohibits towing services from foreclosing on vehicles or collecting storage fees unless they comply with lienholder notification requirements; provides lienholders right to recover storage fees if proper notice was not sent.

Allows lienholders to recover any storage fees paid if they discover the vehicle through means other than the required notification.
