IL SB1510

Prohibits administration of psychotropic medication to nursing home residents without informed written consent from the resident or their surrogate decision maker, with consent obtained by January 1, 2021.

Requires the Department to adopt rules establishing a protocol for informed consent that includes discussion with a physician, pharmacist, or nurse about risks and benefits, and standardized consent forms available on the Department's website.

Establishes penalties for facilities violating informed consent requirements, including mandatory dual signatures from licensed health care professionals on consent forms after a first violation, and liability for up to $500 per day of violation.

Expands the Long-Term Care Facility Advisory Board membership to include representatives from consumer advocacy organizations, Alzheimer's disease associations, labor unions, and family caregivers.

Creates a searchable online database of nursing home violations dating back to 2005, updated quarterly with active hyperlinks to individual facility citations, searchable by facility name, address, and owner information.
