• Requires procurement of zero emission credits from qualified zero emission facilities at amounts equal to approximately 16% of utilities' retail customer load, with payments based on Social Cost of Carbon ($16.50/MWh) adjusted by electricity market price comparisons.

• Maintains clean coal portfolio standard requiring utilities to source at least 5% of electricity from clean coal facilities with cost caps and requires credits to be retired after single use to prevent double-counting across renewable, clean coal, and zero emission standards.
