Amends the Illinois Enterprise Zone Act to add "new utility-scale solar facilities" as a category of High Impact Businesses, defined as newly constructed electric generation facilities greater than 2,000 kilowatts of nameplate capacity placed in service on or after June 1, 2017, using photovoltaic cells or panels.

Utility-scale solar facilities designated as High Impact Businesses qualify for exemptions under Section 5l of the Retailers' Occupation Tax Act and are classified as "Renewable Energy Businesses."

Requires new solar facility applicants to provide proof of alternative non-Illinois sites that would receive the proposed investment and job creation if the business is not designated as a High Impact Business.

Amends the Prevailing Wage Act to include construction of new utility-scale solar facilities by High Impact Businesses as "public works" subject to prevailing wage requirements.

Limits penalties for new utility-scale solar facilities' failure to comply with prevailing wage requirements to those penalties identified in the Illinois Prevailing Wage Act and prohibits revocation of High Impact Business designation based solely on prevailing wage violations.
