Establishes an adult vocational community college scholarship program administered by the Illinois Student Assistance Commission, beginning with the 2020-2021 academic year.

Eligible applicants must be over age 30, unemployed and actively job-searching for at least 6 months, enrolled or accepted at a local community college, and able to identify a specific training certificate, credential, or associate degree they are pursuing.

Scholarships shall not exceed $2,000 per recipient per academic year and cover tuition and fees, with total assistance combined with other financial aid capped at the cost of attendance.

Applicants may re-apply if they demonstrate continual progress in grades and attendance toward their desired certificate, credential, or degree.

Commission must establish application forms and procedures, with up to 2% of appropriated funds available for program administration costs.
