Requires individuals who take possession of a lost or stray dog to report it to the nearest police station and animal control facility within 48 hours.

Mandates reporting must include the dog's location when found, identification tags, tattoos, color, age, size, gender, and the finder's name and address.

Requires the dog be scanned for a microchip by an animal control facility, animal shelter, veterinarian's office, or other establishment with a microchip scanner, with a record of the scan maintained.

Requires the finder to make every reasonable attempt to contact the owner and relinquish the dog within a reasonable amount of time after making contact.

Establishes a penalty of $50 to $500 fine for failure to report a lost or stray dog within 48 hours of taking possession.
