IL SB1580

Amends the Counties Code to allow counties to adopt ordinances regulating adult entertainment facilities, including businesses offering exposure of specified anatomical areas or performance of specified sexual activities.

Defines "specified anatomical areas" as uncovered or inadequately covered human genitals, pubic region, buttocks, anus, female breasts below the areola, or male genitals in a visibly aroused state.

Allows non-home rule counties with populations of at least 900,000 to regulate adult entertainment businesses in unincorporated areas and establish licensing programs subject to Circuit Court review under the Administrative Review Law.

Permits counties to authorize the State's Attorney to bring civil actions to restrain violations, with courts authorized to impose fines up to $1,000 per day for each violation.

Allows non-home rule counties with populations of at least 900,000 that have established a code hearing unit to enforce violations through their administrative adjudication program.
