Deletes the July 1, 2019 repeal date for Section 11-212 of the Illinois Vehicle Code concerning traffic and pedestrian stop statistical studies, allowing the requirement to continue indefinitely.

Requires law enforcement officers to record detailed data on traffic stops and pedestrian detentions, including driver/pedestrian demographics, reason for stop, vehicle information, search details, and contraband discovered.

Mandates law enforcement agencies compile and submit stop data to the Illinois Department of Transportation by March 1 and August 1 annually for analysis.

Requires the Department of Transportation to analyze compiled data for evidence of racial profiling patterns and submit findings to the Governor, General Assembly, and Racial Profiling Prevention and Data Oversight Board by July 1 each year.

Changes the deadline for the Department of Transportation's technology study recommendations from March 1, 2004 to March 1, 2022, and makes all collected identification information confidential under the Freedom of Information Act.
