• Creates the 2020 Census Grant Program to issue matching grants to local governments and nonprofit organizations for supporting accurate population counting and demographic data collection for the 2020 Census.

• Establishes a 2020 Census Grant Program Panel consisting of 5 members: a jointly-appointed chair, two members appointed by the Governor, and two members jointly appointed by the President of the Senate and Speaker of the House.

• Appropriates $33,000,000 for fiscal year 2020 to fund matching grants, with applications due by July 1, 2019 and awards distributed by August 1, 2019.

• Requires the Secretary of State to provide staff and administrative support for the Grant Panel; panel members receive no compensation but are reimbursed for travel expenses.
