SB1602 Summary

• Amends Illinois Vehicle Code Section 5-101.2 to allow community-based manufactured home dealers to sell up to 2 manufactured homes or park models per calendar year (previously limited to 1) either under franchise agreements with manufacturers or as used units within the community or additional places of business.

• Establishes licensing requirements and fees for manufactured home dealers and community-based manufactured home dealers, with standard fees of $1,000 for established places of business and reduced fees of $500 if application made after June 15.

• Requires applicants to provide a $20,000 bond or certificate of deposit, disclose ownership information, obtain Department of Revenue registration, and certify no violations of vehicle, tax, consumer finance, or fraud laws within the past 3 years.

• Permits manufactured home dealers to operate supplemental lots within 50 miles of their principal place of business with records maintained at the main location.

• Requires dealers to furnish purchasers with proper title documentation, verified vehicle identification statements, bills of sale, transaction reporting forms, and warranty information or "AS IS" disclosures.
