• Requires purchasing agencies to obtain written waiver from the chief procurement officer before exempting purchases due to unreasonable price differences.

• Imposes penalties on contractors who fraudulently receive contracts under this preference but supply non-compliant products: 5-year state contract bar, contract voidance, and civil damages up to 3 times the preference value.
