Adds Lieutenant Governor as a member of the Illinois Complete Count Commission and changes the commission's chairperson role from Secretary of State to Lieutenant Governor.

Shifts administrative support and coordination of the Commission's outreach strategy from the Secretary of State's Office to the Office of the Lieutenant Governor.

Expands the Commission's duties to strategically focus on hard-to-count and underserved communities including communities of color, low-income households, immigrants, homeless persons, seniors, veterans, and young children.

Authorizes the Commission to work with local governments to establish local Complete Count Committees in each General Assembly District and to partner with nonprofit organizations, businesses, schools, and religious congregations for census outreach support.

Revises reporting requirements to include quarterly updates to the Governor and General Assembly (monthly during the six months before the decennial census), with a final report by December 31, 2020 detailing 2020 census outreach efforts and a post-census historical record for future Commission use.
