Requires election authorities to provide trackable return envelopes for vote-by-mail ballots, including absentee ballots for military and naval service members, using an intelligent mail barcode tracking system.

Mandates election authorities to provide online public access to vote-by-mail ballot lists showing the dates ballots were requested, received, and returned to the election authority.

Requires election authorities to update the online vote-by-mail status list daily.

Adds definitions of "intelligent mail barcode tracking system" and "trackable" to the Election Code.

Takes effect immediately upon becoming law.
