Requires registered lobbyists to disclose sub-registrants (those they employ or retain to lobby) and identify the clients for whom the sub-registrants will perform services.

Expands registration requirements to include each unit of local government where registrants are required to register to lobby during the registration period.

Requires registrants to disclose any elected or appointed public office held during the registration period.

Adds "unit of local government" definition to include entities under Illinois Constitution Article VII, plus school districts and community college districts.

Directs Secretary of State to create a publicly searchable database within 90 days combining lobbyist disclosures, lobbyist campaign contributions, and state officials' statements of economic interests.
