• Adds "renewable energy" to the list of public service facilities that forest preserve districts may grant licenses, easements, and rights-of-way for on district property.

• Allows forest preserve districts in counties with over 700,000 inhabitants that border counties with 1,000,000+ inhabitants and another state to sell or auction structures on district land if two-thirds of board members determine the structure is not necessary.

• Requires a fair market appraisal by a certified appraiser before any structure sale or auction, with the appraisal available for public inspection.

• Mandates that any ordinance or resolution for structure sale be published within 7 days and requires a two-thirds board vote to accept offers no earlier than 14 days after publication.

• Establishes that buyers must remove structures from district land as a condition of sale.
