Amends the Pedestrians with Disabilities Safety Act to expand the Governor's annual proclamation for Pedestrians with Disabilities Safety Day (October 15)

Adds businesses to the proclamation's call for citizens to observe safety provisions and take precautions for pedestrians with disabilities

Expands entities reminded of disability policies to include park districts and other special recreational districts

Requires the proclamation to urge citizens, businesses, and governmental personnel to ensure disability policies are upheld

Adds governmental personnel to those who must be aware of persons with disabilities in the community and maintain safe and functional streets and pathways
