Moves the sunset date for the Auction License Act from January 1, 2020 to January 1, 2030, allowing the act to remain in effect for an additional decade.

Removes the requirement for auctioneer applicants and licensees to submit a 45-day permit sponsor card as part of the licensing process.

Eliminates the definition and regulatory framework for "associate auctioneers" and "sponsoring auctioneers," restructuring supervision under "managing auctioneers" instead.

Adds new requirements for applicants and licensees to maintain and update an address of record and email address of record with the Department within 14 days of any change.

Modifies notification procedures to allow the Department to serve disciplinary hearing notices by email in addition to personal delivery or certified mail.
