IL SB1691

Excludes minors age 16+ charged with aggravated vehicular hijacking (subdivisions a(4), a(5), a(6) of Criminal Code Section 18-4) or armed robbery (subdivisions a(2), a(3), a(4) of Criminal Code Section 18-2) from Juvenile Court jurisdiction and requires prosecution under criminal laws.

Expands existing excluded jurisdiction provisions that previously covered first degree murder, aggravated criminal sexual assault, and aggravated battery with a firearm involving personal discharge.

Requires all charges arising from the same incident to be prosecuted under criminal law if any charge involves the specified aggravated vehicular hijacking or armed robbery offenses.

Allows State's Attorney to proceed on lesser charges in Juvenile Court only if the minor defendant knowingly waives in writing the right to Juvenile Court proceedings before trial.

Minors under age 18 excluded from Juvenile Court jurisdiction must be kept separate from confined adults.
