Requires Department of Healthcare and Family Services to convene a technical advisory group in first quarter of State Fiscal Year 2020 with representatives from all Illinois skilled nursing facility trade associations.

Technical advisory group must discuss changes needed due to federal implementation of Medicare's Patient-Driven Payment Model, which will end MDS data collection necessary for current RUG-IV Medicaid payment methodology by September 1, 2020.

Group must consider revised reimbursement methodology incorporating transparency, accountability, actual staffing from Payroll Based Journal system, minimum wage changes, cost of care adequacy, and quality improvement rewards.
