IL SB1702

Creates a new definition of "Advanced practice psychiatric nurse" as a nurse licensed as an advanced practice registered nurse and certified by the American Nurses Credentialing Center as a psychiatric mental health clinical nurse specialist or psychiatric mental health nurse practitioner.

Authorizes advanced practice psychiatric nurses to order restraint and seclusion of mental health patients, placing them on equal footing with physicians, clinical psychologists, clinical social workers, and clinical professional counselors for these decisions.

Permits advanced practice psychiatric nurses to execute certificates for involuntary admission of patients on both inpatient and outpatient bases, a function previously limited to physicians, psychiatrists, clinical psychologists, and qualified examiners.

Allows advanced practice psychiatric nurses to conduct examinations and certifications required within 24 hours of admission and to participate in the involuntary admission hearing process.

Amends the Mental Health and Developmental Disabilities Code (405 ILCS 5) to integrate advanced practice psychiatric nurses throughout involuntary commitment and restraint procedures.
