Creates the Illinois Harvest to Homes Pilot Program for 5 years allowing eligible entities to receive funding to provide agricultural surplus to communities in need.

Department of Agriculture must adopt implementation rules within 90 days and establish an advisory council with representatives from environmental nonprofits, farmer advocacy groups, specialty crop organizations, food banks, and the Department of Agriculture.

Eligible funding includes reimbursement to growers for picking and processing surplus, transportation costs, food bank storage and distribution reimbursement, facility upgrade grants, marketing activities, and program administration.

Department of Agriculture and Department of Human Services Commission to End Hunger must report to the General Assembly after 3 years and after 5 years on the number of people served and program implementation details.

Act takes effect immediately upon becoming law and is repealed on July 1, 2026.
