Establishes the Cancer Clinical Trial Participation Program Act to allow independent third-party organizations to reimburse cancer clinical trial participants for ancillary costs including travel, lodging, parking, and tolls.

Requires the program to collaborate with physicians and trial sponsors to notify prospective subjects about available reimbursement and must prioritize reimbursement based on financial need, including subjects with income at or below 700% of the federal poverty level.

Explicitly states that reimbursement of ancillary costs does not constitute undue inducement, coercion, or undue influence, and is intended to remove financial barriers and improve access to cancer clinical trials for low-income participants.

Requires institutional review board approval for reimbursements at trial sites, though the independent organization does not need IRB approval for financial eligibility determinations of medically eligible subjects.

Allows the administering organization to accept gifts, grants, and donations from public or private sources to fund the program, with the Act taking effect upon becoming law.
