IL SB1729

Amends the Toll Highway Act to require the chairman and each director of the Toll Highway Authority to disclose any family, relational, professional, or financial ties to contractors bidding for no-bid contracts.

Requires disclosed ties to be released to the public and submitted to the Toll Highway Inspector General within 5 business days.

Mandates that individuals with conflicts of interest recuse themselves from all discussions and voting on the affected contract if the Inspector General determines a conflict exists.

Requires the Authority to adopt bylaws defining the degree of connection requiring disclosure and establishing enforcement procedures.
