For State Fiscal Year 2020, the Department of Children and Family Services shall increase reimbursement rates to private agencies by the cumulative inflation increases from fiscal years 2014-2018 as measured by the consumer price index-u, minus any previous rate increases already provided.

Eligible services for the increased reimbursement rates include residential services, specialized and non-traditional foster care, traditional foster care, intact family services, teen parenting services, and other supportive service grants or contracts.

Beginning in State Fiscal Year 2020 and annually thereafter, the Department shall implement a specific rate reimbursement methodology outlined in Illinois Administrative Code 89 Ill. Admin Code 356.5(f) when calculating payment rates for contracted agencies.

For State Fiscal Year 2021 and each subsequent fiscal year, foster parent rates and payment rates for other specified services shall be adjusted annually by any increase in general inflation as determined by the consumer price index-u.

The Department shall establish a rate model based on staffing and service expectations for specialized foster care and other services within 9 months of State Fiscal Year 2020 start date.
