Creates the Small Donor Democracy Matching System for Fair Elections Act, establishing a public campaign finance matching program for candidates for Governor, Lieutenant Governor, Attorney General, State Comptroller, State Treasurer, Secretary of State, State Senator, and State Representative.

Establishes the Small Donor Democracy Matching Fund as a special fund in the State treasury, funded by annual appropriations of either $1 per resident or one-twentieth of 1% of the state budget (whichever is greater), with a cap of $50,000,000 per election cycle.

Provides participating candidates with matching funds equal to 6 times the amount of qualified contributions (donations between $25-$150 from eligible voters), subject to aggregate limits ranging from $150,000 for State Representatives to $5,000,000 for gubernatorial candidates.

Imposes contribution limits of $500 per person or entity (increasing to $2,500 if an opponent exceeds self-funding thresholds), prohibits contributions from lobbyists and state contractors, and restricts candidates' personal expenditures to 10 times the maximum contribution limit.

Creates a Campaign Finance Board within the State Board of Elections with 5 members appointed by the Governor to implement and enforce the matching funds program, with authority to adopt rules, investigate violations, and impose penalties including civil fines up to twice the unlawfully accepted or spent amount.
