Excludes restitution payments made to persons of Japanese or Aleutian ancestry under the Civil Liberties Act of 1988 and the Aleutian and Pribilof Island Restitution Act from income and asset calculations for all state-financed assistance programs.

Excludes student financial aid from income calculations when determining eligibility for most public aid programs, except for TANF and SNAP employment and training programs.

Excludes financial assistance and wages from demonstration projects designed as bridges to self-sufficiency for a period of 36 months from income calculations, except for TANF and SNAP employment and training programs.

Excludes financial assistance, wages, cash transfers, and gifts from poverty reduction or financial stability research projects for up to 60 months from income calculations, provided the project has an explicit data collection plan and identified research team.

Requires the Department to pursue necessary state options and federal approvals or waivers to implement the research project provisions.
