Illinois Gaming Board must post on its website a statement describing what constitutes an inducement and what does not constitute an inducement to video gaming terminal operators.

Board must publish the text of its rulings regarding what constitutes or does not constitute an inducement, with personal, company, and location data redacted to prevent identification.

Clarifies existing prohibition that terminal operators cannot provide anything of value (loans, financing, incentives) to licensed establishments to induce them to locate video gaming terminals.

Maintains existing 50-50 profit split between terminal operators and licensed establishments, with violations constituting a Class 4 felony subject to license termination.

Takes effect immediately upon becoming law.
