SB1757 Summary

• Caps school district payments at $4,500 per year for children in special education programs with per pupil tuition costs exceeding $4,500, effective after June 30, 2024.

• Changes the threshold for state reimbursement of excess special education costs from 4 times to 2 times a district's per capita tuition rate, with state coverage beginning with the 2019-2020 school year.

• Requires the State Board of Education to fund all necessary expenses for educating high-cost special education students during Fiscal Years 2020-2025, and all costs exceeding 2 times the per capita rate from Fiscal Year 2026 onward.

• Modifies funding sources for excess special education costs to come from funds available under Section 14-8.01 rather than unexpended IDEA discretionary funds.

• Takes effect July 1, 2019.
