SB1777 Summary

• Prohibits the State and its subdivisions from using taxpayer funds to pay for abortions or health plans covering abortion, except when a woman's life is endangered as certified by a physician

• Amends the State Employees Group Insurance Act to exclude elective abortion coverage from state employee health benefit programs, subject to the no-taxpayer-funding restriction

• Modifies the Illinois Public Aid Code and Medicaid program to exclude coverage for elective abortions while preserving coverage for reproductive health care otherwise legal in Illinois, except abortions under the same exception

• Restricts grants under the Problem Pregnancy Health Services and Care Act to nonprofit agencies that do not use funds to refer for, counsel for, or perform abortions

• Applies to all state and local laws and home rule units; takes effect June 1, 2019
