SB1779 - No Taxpayer Funding for Abortion Act

• Prohibits the State of Illinois and its subdivisions from using state funds to pay for abortions, abortion-related health plan coverage, or referrals for abortion services, except when a woman's life is endangered by pregnancy or physical condition as certified by a physician.

• Applies restrictions to state employee health benefits under the State Employees Group Insurance Act and medical assistance programs under the Illinois Public Aid Code, with specific references to abortion coverage prohibitions.

• Requires the Department of Human Services to make grants only to nonprofit agencies that do not use grant funds to refer, counsel for, or perform abortions.

• Prohibits physicians convicted of willfully and wantonly performing abortion procedures on non-pregnant women from participating as vendors in the medical assistance program.

• Preempts home rule authority and applies to all state and local laws, ordinances, policies, and procedures; effective July 1, 2019.
