• Modifies toll violation provisions to clarify that suspension occurs when fines or penalties from 5 or more toll violations remain unpaid, with procedures for challenging accuracy of reports and terminating suspensions upon payment.

• Requires clear notice to violators about consequences of non-payment including potential license suspension, and establishes $20 filing fee for administrative hearings to contest suspensions.

• Effective date: July 1, 2020.
