IL SB1791

Renames the "Food Stamp Employment and Training (FSE&T) program" to "SNAP Employment and Training (SNAP E&T) program" throughout the Illinois Public Aid Code.

Makes the SNAP E&T program mandatory only in counties where the Department can demonstrate sufficient program slots for at least the majority of the county's non-exempt work registrants; allows fully voluntary programs in other areas.

Establishes an Earnfare component allowing SNAP recipients to earn their assistance through work-related activities, with participants earning the state or federal minimum wage (whichever is higher) for hours worked beyond those required to satisfy their benefit amount.

Limits Earnfare eligibility to 6 months out of any 12 consecutive months and makes participation voluntary except when court-ordered; allows the Department to extend the program to non-SNAP recipients by rule.

Requires the Department to refer individuals who fail to cooperate with the SNAP E&T program to become ineligible for SNAP benefits under federal regulations, and refers court-ordered participants who fail to cooperate back to court for non-compliance.
