Illinois Commerce Commission must contract with an independent consultant within 90 days to produce a cost-benefit analysis report on energy storage systems.

Consultant analysis must examine cost savings to ratepayers from energy price arbitrage, ancillary services, resource adequacy, and transmission/distribution asset deferral or substitution.

Report must evaluate direct-cost savings to customers deploying energy storage, improved renewable resource integration, reliability and power quality improvements, and reduced greenhouse gas emissions.

Illinois Commerce Commission must submit the completed report to the General Assembly and Governor by December 31, 2019.

Act takes effect upon becoming law.
