State Board of Elections must develop or contract with a third-party developer to create a program allowing petition signatures to be collected on mobile and tablet devices.

Program shall be provided free of charge to all political committees that have filed statements of organization with the Board.

Mobile application must be downloadable from at least the 2 largest digital distribution platforms for mobile applications.

Program must verify voter registration status, determine signer eligibility by jurisdiction and office, collect signatures with date/time stamps, record circulator information, and prevent duplicate signatures for offices that prohibit multiple petition signings.

Program must email signers a confirmation of their signature including date/time, petition details, and a list of all other petitions they signed during that election cycle.
