Requires the Department of Healthcare and Family Services to implement an average commercial rate supplemental payment program for ground ambulance service providers for dates of service beginning no later than January 1, 2020.

Mandates the Department submit an Illinois Title XIX State Plan amendment to the Centers for Medicare and Medicaid Services no later than July 1, 2019 to establish the supplemental payment program for ground ambulance services providers.

Requires Medicaid managed care organizations and managed care community networks to pay approved average commercial rates in coordination with the Department.

Amends the Medical Assistance Article of the Illinois Public Aid Code (305 ILCS 5/5-4.2) regarding ambulance services payments and reimbursement rates.

Takes effect upon becoming law.
