Allows petitioners to expunge conviction or guilty plea records for possession of not more than 10 grams of cannabis or related drug paraphernalia seized before July 29, 2016, if 3 or more years have passed since sentence completion.

Amends the Criminal Identification Act (20 ILCS 2630/5.2) to expand expungement eligibility and procedures for criminal records.

Establishes procedures for petitioning circuit courts to expunge or seal records, including filing requirements, objection periods, judicial review, and implementation timelines.

Provides immediate sealing of certain criminal records for acquittals or dismissals with prejudice occurring on or after January 1, 2018, when petition is filed the same day as case disposition.

Creates special provisions for trafficking victims to petition for immediate sealing of criminal records upon sentence completion if their offense participation resulted directly from human trafficking.
