Appropriates $19,300,000 from the General Revenue Fund to the Department of Human Services for rate increases to certified community mental health centers serving persons with mental illness.

Appropriates $9,200,000 to licensed providers of community-based addiction treatment services for persons with substance use disorders.

Appropriates $30,000,000 to reduce uncompensated daily service hours in 5 to 8 bed community-integrated living arrangements from 7 hours to 5 hours.

Appropriates $5,000,000 for rate increases to certified community day services providers serving persons with developmental disabilities.

Appropriates $6,200,000 and $18,000,000 respectively for increased nursing reimbursements (one-half hour per month for licensed practical nurses, one-half hour per year for registered nurses) and administration cost reimbursements in community-integrated living arrangements; effective July 1, 2019.
