SB 1890 Summary: Lodging Services Human Trafficking Recognition Training Act

• Lodging establishments (hotels, motels, casino hotels) must provide employees with at least 20 minutes of human trafficking recognition training within 6 months of employment and every 2 years thereafter, beginning June 1, 2020.

• Training curriculum must include definitions of human trafficking and commercial exploitation of children, identification of at-risk individuals, differences between labor and sex trafficking, and guidance on reporting procedures.

• Department of Human Services must develop and publish an approved training program by July 1, 2020 for establishments that do not create their own compliant program.

• Extends statute of limitations for human trafficking prosecutions to 25 years after offense commission for adult victims and 25 years after victim turns 18 for minor victims.

• Establishes training requirements for state police, local law enforcement, correctional officers, and court security officers in detection and investigation of human trafficking; allows companies (not just individuals) to be prosecuted for trafficking in persons with fines up to $100,000.
