Amends Illinois Vehicle Code Section 3-641 to expand eligibility for special registration plates honoring deceased police officers and firefighters to include surviving children, stepchildren, in addition to spouses and parents.

Special plates may only be affixed to passenger vehicles of the first division or motor vehicles of the second division weighing not more than 8,000 pounds.

Original issuance of special plates requires a $15 fee in addition to standard registration fees, deposited into the Secretary of State Special License Plate Fund for administrative costs.

Each registration renewal requires an additional $2 fee beyond standard registration fees, also deposited into the Special License Plate Fund.

Plates expire according to the multi-year renewal procedure established by Section 3-414.1 of the Illinois Vehicle Code.
