• Limits first-time opiate prescriptions for patients 18 and older to a maximum 7-day supply for outpatient use.

• Prohibits opiate prescriptions for patients under 18 years of age from exceeding a 7-day supply at any time and requires practitioners to discuss risks and necessity with parents or guardians.

• Allows practitioners to prescribe more than 7 days of opiates when medically necessary for acute conditions, chronic pain management, cancer pain, or palliative care, with documentation required in the patient's medical record and notation that non-opiate alternatives were inappropriate.

• Exempts medications designed to treat substance abuse or opioid dependence from these 7-day supply restrictions.

• Becomes effective immediately upon becoming law.
