Contracts or contract renewals of $250,000 or more in a fiscal year must be signed or approved in writing by the agency's chief executive officer (or designee), chief legal counsel (or designee), and chief fiscal officer (or designee).

Contract amendments or changes that increase a contract's value to or by $250,000 or more in a fiscal year are subject to the same signature and approval requirements as new contracts.

Documents cannot be filed with the Comptroller without the required signatures and approvals; violation of this requirement may result in discipline up to and including discharge.

Procurements cannot be artificially divided to avoid compliance with signature and approval requirements for contracts valued at $250,000 or more.

Each state agency must develop procedures to ensure necessary signatures are obtained, and the Comptroller may authorize electronic submission of vouchers.
