Moves responsibility for the Criminal Identification Act from the Division of Forensic Services to the Division of Justice Services

Establishes that the Office of the Director (rather than the Division of Justice Services) shall exercise rights, powers, and duties under the Governor's Office of Management and Budget Act, the Personnel Code, and the Fiscal Control and Internal Auditing Act

Requires the Department of State Police to establish administrative rules by June 30, 2017, setting standardized requirements for disclosure of toxicology results and related documents to ensure proper admissibility of toxicology evidence
