• Consolidates the Sex Offender Investigation Fund and Murderer and Violent Offender Against Youth Registration Fund into a single Offender Registration Fund, with remaining balances transferred to the new fund upon enactment.

• Renames the "Sex Offender Registration Fund" to "Offender Registration Fund" and expands its use to cover costs for administering both the Sex Offender Registration Act and the Murderer and Violent Offender Against Youth Registration Act.

• Redirects funds from the $500 additional sex offender fine to the consolidated Offender Registration Fund for purposes authorized under the Sex Offender Registration Act rather than for investigation grants.

• Directs fees from Illinois State Police traffic accident report copies ($5 for standard reports, $20 for accident reconstruction reports) to be deposited into the State Police Services Fund.

• Repeals Sections 5.669 and 5.694 of the State Finance Act related to fund management.
