Establishes a 21st Century Employment grant program administered by the State Board for community colleges and public high schools to provide manufacturing training programs in collaborative regional partnerships.

Grant recipients must submit plans defining student graduation goals, professional skills curriculum (including communication, teamwork, problem-solving, leadership, and integrity), budget with outside donations, enrollment projections, employment pathways, and at least 6 industry-recognized certificates.

Requires private businesses to contribute an amount not exceeding 40% of the total project cost, with priority given to plans demonstrating formal articulation agreements between high schools and community colleges.

Creates an 18-member advisory board including state officials, legislators, educators, union representatives, and business leaders to review grant recipient progress, employment outcomes, internship/apprenticeship completion rates, and recommend certificate guidelines.

Authorizes the State Board to adopt rules necessary to implement the grant program, subject to appropriation.
