• Modifies salvage vehicle sale requirements to nonresidents by requiring sellers to verify the buyer is licensed in another state or jurisdiction and obtain specific documentation including NMVTIS number, federal employer identification number, or government-issued identification.

• Establishes special handling for out-of-state buyers with addresses outside the United States, requiring salvage certificates stamped "For Export Only" and NMVTIS records designated "EXPORT."

• Expands administrative citation authority to include unlicensed entities acting in violation of the Illinois Vehicle Code, with penalties up to $50 per violation when at least 3 separate violations are found.
