IL SB1940

Amends the School Code to expand student discipline reporting requirements, adding data on total school days missed due to out-of-school suspensions or expulsions.

Requires reports to include information on law enforcement officers assigned to schools and arrests of students on school grounds, in school vehicles, at school activities, or as a result of school official referrals.

Mandates disaggregation of all data by race/ethnicity, gender, age, grade level, English learner status, IDEA services eligibility, incident type, and specific ranges of days missed (from one day to more than 360 days).

Requires the State Board of Education to use the same disclosure avoidance standards as the U.S. Department of Education's Civil Rights Data Collection and ensure cross-tabulation by various categories is possible.

Identifies school districts in the top 20% for out-of-school suspensions, expulsions, school-based arrests, or racial disproportionality and requires them to submit improvement plans reducing exclusionary disciplinary practices after three consecutive years of high metrics.
