• Mandates State agencies publish notice of artistic or musical services contracts exceeding $100,000 in the Illinois Procurement Bulletin within 14 calendar days after contract execution, with monthly reporting to the Chief Procurement Officer.

• Requires public institutions of higher education to publish notice of contracts exceeding $100,000 for specified goods and services (memberships, events, athletic/artistic services, publications, student placements, radio/TV programming, and sponsored research) within 14 calendar days after contract execution.

• Directs the Chief Procurement Officer to submit annual reports to the Governor and General Assembly by November 1 summarizing contract information reported monthly by State agencies and public institutions of higher education.
