Eliminates the requirement for a test of basic skills for educator licensure; applicants must still pass content area tests and teacher performance assessments where applicable.

Allows early childhood education student teachers to be paid and receive credit while completing student teaching requirements in settings serving children from birth through grade 2, with approval from their preparation program.

Authorizes school districts to provide salary to student teachers employed by the district, with districts determining the salary amount.

Removes the basic skills test requirement from alternative provisional educator, provisional superintendent, career and technical educator, paraprofessional educator, chief school business official, and provisional in-state educator endorsements.

Removes language endorsement requirement for a basic skills test and blanks out the requirement for bilingual educator applicants.
