Eliminates exceptions allowing units of local government and school districts in counties with over 3,000,000 inhabitants to defer court clerk fees; all fees must now be paid in advance and disbursed monthly.

Increases civil filing fees for local government and school districts in large counties from $190 (through 2021) and $184 (after 2022) to a flat $202 for complaint/petition filings and from $75 to $177 for appearance filings.

Raises the per-page fee for records containing 200 or more pages from 25 cents to 35 cents per page in appeal preparation.

Removes all filing fee provisions related to debt collection proceedings.

Deletes the definition of "offense" from the Criminal and Traffic Assessment Act and becomes effective July 1, 2019.
